New legislation proposed to ban PA behind the wheel mobile phone use

The Delaware County Times reports that Sen. Andrew Dinniman e. (Chester and Montgomery Counties) plans to introduce a bill on March 4 in the Senate to address distracted driving. According to the article, the Bill would ban hand-held cell phones and texting while driving and only allow hands-free cell phone use for adult drivers age 18 and older.

The Transport Department of the United States describes driving distracted as any activity not engines which has the potential to distract a person's primary task of driving and increase the risk of crashing. The three main types of distraction are visual, cognitive and manuals. Text messages is more worrying because it involves all three types of distraction, because it causes a driver to take his eyes from the road, your hands off the wheel and your mind off of what they are doing.

Many States have added laws that prohibit the use of cell phones without hands-free devices. Distracted driving has become a major problem in the United States and Member States are constantly adding some form of cellular talking or ban text messages to cell phone use while driving a motor vehicle.

Distracted driving is illegal and any activity that decreases their ability to safely operate a motor vehicle is against the law.
