Brain injury in infants most often occur due to a lack of oxygen at birth.  Brain injuries caused by lack of oxygen can be lasting life and sometimes fatal.

Recently, a new study using a blanket for cool babies who are born with the lack of oxygen proved to be successful.  In the study, a simple blanket with cold water pipes running through it is place on the head of babies born without enough oxygen.  The blanket is able to bring the baby's body temperature down to around 91 degrees in 72 hours.  In doing so, the baby's body system slows down, requiring less power and reduce the swelling on braing.  The 18-month long study showed that use the blanket possibly can prevent permanent brain damage and reduces the risk of cerbral paralysis, convulsions, and death.

Congress debates increasing weight limits tractor-trailer

Penn Live reports from Congress is considering legislation that would increase the weight of trucks on interstate highways 97000 pounds, an increase of 21 percent of 80000, the current limit.

Those in favor of the proposed changes say that heavy trucks would mean less trucks on the road, which also lead to cleaner air since less fuel will be consumed. However, opponents say that heavy trucks would make the roads less safe for other drivers and accidents involving heavy trucks would be more deadly.

Currently, States set the weight limits for their own paths. Each State would have to approve legislation to allow heavy trucks on their interstates within its borders. This could complicate trucking routes, some Member States approve the weight increase and others don't.

The Pennsylvania Department of transportation said it will review the effect more heavy tractors have interstate highways in the State. In Pennsylvania, trucks weighing 100000 pounds are capable of traveling on the Turnpike in Pennsylvania without a license. However, unless they have a license, are not able to exit the turnpike travel rail and other roads in the State. Tractors that weigh more than 80000 pounds are capable of traveling on interstates State only by license. If the weight is exceeded, an authorisation from the Government and a vehicle escorts are required, as is usually the case with trucks that are loaded with heavy equipment.

The proposed legislation would also have more axles trucks to distribute the weight increase and have an improved braking system. Experts estimate it would cost between $ 6000 to $ 10000 per truck to add additional axes and upgraded brakes for the new security requirements for trucks exceed the weight limits.
